When you say "can only view it", what do you mean? Does the site not load at all (blank screen)? It loads, but looks wrong?

iWeb has no ability to design responsively - taking account of a display size and resolution.

Really, new sites should not be designed using iWeb at this point in time.

Give EverWeb a try.  Many iWeb users have migrated to it because of it's iWeb like graphical user interface and similar, but more extensive, features.

I personally use Sandvox for my iWeb replacement.  The user interface is very similar to iWeb, it's fairly simple to design a custom web site and lots of design templates to start off with.  I can tell you that I have been happy with Sandvox as a replacement for my iWeb pages.
