You may be able to get compatible versions of Apps. In iTunes on your computer, download the App you want a compatible version for using the same Apple Id that the iPhone has for the App Store. For Paid Apps its best to consult with the App maker to make sure there is a compatible App. With the App Downloaded to iTunes on a computer you can go into The App Store App on your iPad, Tap on Purchased, and Look for the App there. Tap on it to begin the download. It will likely say its not compatible, but if there is a compatible version it will offer to download it.

Note that this option will likely stop working in the near future.

Given the information that you have provided, and the fact that you make it a strong point to indicate that you are a pensioner on a fixed income, I suggest you would have to determine how much you are willing to spend on a phone. That decision is going to have to be made on what apps you find important to use, how much space you need to have on the phone to handle your needs, and how much can you spend. You can contact your carrier to see if they have any deals, and Apple does provide some deals on refurbished phones. Refurbished iPhone - Apple These are phones that have been factory refurbished and carry a warranty. If Apple does not suit your ability, you can see if any other smartphone fits your budget, however it would require the purchase of apps in another system.

I'd say anything older than a 5s is out.

You could as mentioned get a Refurbished model from Apple, and pay for it in installments if your fixed budget allows for monthly payments for it.

Apple currently has refurbished iPhone 6s in Gold for $439. And you can get Special financing.

Beyond that if you plan on buying pre-owned for somewhere else, make sure the iPhone is actually unlocked, and can be used before handing over money.

Every time I go to software update it says it up to date already with 7.12 but every time I go to download app if won't let me saying I need ios 8 but it want let me update

That is because the app has been developed to work with iOS 8 or above, and your iPhone is not capable of running iOS 8, so it won't work. As discussed many times throughout this entire thread, the iPhone 4 does not have the hardware capable to running an iOS higher than 7.1.2, but developers have upgraded their apps to run on iOS 8 or above. So, you will see the error that the app requires iOS 8 or above, however you will be unable to update the phone's iOS, so you cannot update the app or run a newer app that requires iOS 8 or above.
