in Settings Settings > Cellular > Personal Hotspot is not visible

this issue is with Carrier Mobilink in pakistan
when i insert Zong Sim its showin under Settings > Cellular > Personal Hotspot
I complained to carrier but they said this is not network issue
Iphone version is not Sporting it
Can any body help me Out !!!

All setiings and other ok
But Settings > Cellular > Personal Hotspot there is not visible
If your chosen cellular provider doesn't provide a tethering option for your plan, you will NOT have the hotspot option.
Network say we provide Internet GPRS or mms
hotspot is not issue from us!
As stated: The cellular provider MUST provide a tethering option in order for the Hotspot setting to appear on your iPhone.
