Trouble ticket # 712061720
Like all of you I'm having the same issue.

Only have one Apple ID that I have used since approx. 2005/6.
Had a new HDD installed. Installed snow leopard 10.6.3 and then installed the software updates identified by Software Update. Logged into App Store.
Could view my account info and the apps I installed before. But nothing would download. No message. Just nothing. Verfiied the apps I wanted are
compatible with version 10.6. Tried some apps that are incompatible to see if I'd get an error message or something, but nothing. Tried pay apps and free
ones. Nothing.
Contacted Apple Tech Support and two techs remotely accessed my computer and we explored and configured several things. Nothing worked. We verified
I could log on to ITunes and download music. I created another account on my machine, logged into app store, but still I couldn't download anything. They
asked that I do a time machine backup and then install Mac OS X 10.6.8 Update Combo v1.1, Mac OS X 10.6.8 Update Combo v1.1. I did so and no
change.
What the heck, I'll reinstall. I zeroized the software on the HDD first and then I successfully installed the OS. This put me at version 10.6.3. After logging on
I verified that App Stored was not installed, and this is what I expected. I launched itunes and logged in successfully, viewed my purchase history, etc.
I ran Apple software update and was presented a list of things there needing to be updated. I only installed the Max OS X update combo. After reboot I
found that I was at version 10.6.8. App Store was now in my dock. I launched it and successfully logged into App Store. I was able to view my account info
and purchase history. I tried to install an app (same ones as earlier in the day) and again they would not download. I tried a few other apps (all compatible with version 10.6), and they also would not download. I also ran the "Check for Unfinished Downloads" and no results were provided. I ran Apple software update and again was presented a list of software that need to be updated. I selected ONLY the update to the Apple installer. It installed and I rebooted. After reboot I returned to App Store and again I was still unable to download any apps. Again I ran the "Check for Unfinished Downloads" and this time the check completed. The result was I had no unfinished downloads; obviously my attempt to download some apps was neither registered nor recorded.
I suspected that the bug is in the Max OS X update combo which installed App Store on my machine after I installed 10.6.3 and upgraded my computer to 10.6.8.
What the heck, I'll reinstall. Again. But this time I'll incrementally update the OS. I zeroized the software on the HDD first and then I successfully installed
the OS. This put me at version 10.6.3.
I installed 10.6.4, 10.6.5 and then 10.6.6. At 10.6.6 App Stored installed. I logged on and and tried to download several apps, both free and pay. I attempted
to download apps that are compatible and incompatible with version 10.6. Nothing happened. No apps downloaded. No "incompatibility" message. Nothing.
I logged out of itunes and app store then relogged on. No change. I created another user account on my machine and tried app stored again. No change.
I then installed update 10.6.7 and repeated everything done after 10.6.6. No change. Then installed 10.6.8. Repeated everything. No change. I ran a
software update and found that there was an update to the software installer, so I installed that and ONLY that. After reboot I again tested app store and no
change. I was able to download songs from itunes.
There really isn't much more I can do. I emailed the techs I worked with earlier today a link to this discussion. Below is the error reported in Console; it happens after I click Get and then Install App or the Cost.
