Why has Apple elected not to incorporate the GPS into their security system for its products since when offline they cannot be traced?

apple devices have a tight security's feature yet once offline they can not be traced. Please incorporate the ever on GPS for all devices so that in the event that they are stollen there is a way of locating them. Please advise on the possibility of such a move especially that if it could be introduced in the next software update for all Apple devices and that the feature needs to be automatically installed and traceable from any Apple representative in all regions as well as in other devices owmed by the same owner.
