I have been making a game but use windows, and i was wondering if i could upload my game to the app store, and dose it need to have X-Code is there one for windows please help!!!

No, you cannot upload an app. It must be registered with, approved by, and sent to Apple. You do need to be a paid and registered developer. The current App Store is actually the Mac App Store, so as far as I'm aware that means, "no Windows." Try uploading to Two Cows.
