I would recommend taking a look at the troubleshooting steps found in the article below if your iPod isn't turning on.
iOS: Not responding or does not turn on
If the steps in the article above do not resolve the issue, contact Apple.

- Also try DFU mode after try recovery mode
How to put iPod touch / iPhone into DFU mode « Karthik's scribblings
- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try another cable
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

Dec 15, 2014 7:49 PM in response to kittenlover123by marlowejewel,I had the same problem, it is probably that you have a shortage in your charger. Take it to the nearest apple store and ask for a new charger they should give you one for free (at least that's what they did for me)
If that doesn't work try pressing the home and power button.
