If this is somebody else in your home then there are ways to do it with Home Sharing. If you're talking about giving a flash drive with a bunch movies to a friend at work or school, well that's why they have DRM protection on movies.
Oh, iTunes for Windows will play the movies, but it will still have to be authorized to your account.
