If you originally got it from the Mac App Store, you’ll need to either download it from the original Apple ID or buy it from the new one.

Dec 16, 2014 1:13 PM in response to Brunoboy25by The Art Of Sound,You can also contact Apple directly providing proof (The original receipt) you bought it originally on a different Apple ID and under certain circumstances they will transfer the App you bought over to your new Apple ID
You will probably also need to know what the older Apple ID was, along with other information used with that account (Like the credit card used for example)
Call them and see what they say once you have all your information together...
An alternative if you are running iOS8 on any of your devices or Yosemite or Mavericks.. on a Mac, is to simply add the old Apple ID your Family Sharing account.. using your new Apple ID as the master account... then every app you bought under the old Apple ID (if it is still active) will be available to download under your new one...
