Q: Unable to proceed

I'm going to setup iAd using my Apple ID that same as my developer account but showing "Unable to proceed. You cannot set up an iAd Workbench account using this Apple ID. Try again using a different Apple ID that is not connected to an iCloud, MobileMe or .Mac account."

 

Is that mean I have to setup a new Apple ID just for iAd?

Mac mini, OS X Yosemite (10.10.1)
