Welcome to the Apple Support Communities! This is a common alert message when your Apple ID has not yet been configured for use with the iTunes Store. To configure it, you should have the option to “Review” - at which time you can add a payment method to your account. For more information, check out this resource:

When using the store for the first time, you must provide a payment method. After you configure the account you can change your payment information to None:
