Not as far as I know, however there is a subset of the forum dedicated especially to apple pay issues. Perhaps if you posted your question there you can find more specific help

If I am not mistaken, ApplePay is using one's iDevice as a wireless "Credit Card Wallet" for use in brick & mortar stores as well as online. I read the brief question as "How do I set up paying for Apps / Music for each family member?"

Methinks > Request and make purchases with Ask to Buy - Apple Support is the answer, but with the dearth of info, 'tis hard to tell.

Here is some info on Family Sharing - and there is only one person who sets up the feature and pays for any purchases - your invitees can request a purchase, but you need to authorize it:

OS X Yosemite: Set up Family Sharing

(And the feature is part of Yosemite)

    cheerdown,

Not really and possibly if you use Gift Cards,

    Making purchases

After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.

You can only "charge" things to the family organizer's credit card. However if you get iTunes or App Store Gift Cards there balanced is used first. Therefore if you all use gift cards then each individual can be charged for just their purchases.

ah ha! This is nuts. Why have an "allowance" set up when my kid can just buy, buy , buy! She thought everything was "free" and I ended up with over $1,300 of in app purchases in a month of her game playing.  I was hysterical crying.  Pulled myself together and did a chat with an Apple/iTunes Support person who was AMAZINGLY helpful and reversed all the charges.  DON'T SET UP THE ALLOWANCE.  Because you aren't told up front that your kid can keep charging "mom's credit card" no matter if allowance is used up.   Come on Apple! The reason for an allowance feature is so the kids can use a FINITE amount of money, or save it up.... in credits.  I think this was either an oversight or a "feature" to have parents incur crazy-large monthly bills.

Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.

Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
