iPod Touch 5G (32Gb IOS 7) rear camera not working.

The rear camera shutter doesn't open on the screen. It has been restarted and reset with no avail. I have replaced the camera and the flex cable and it did not solve the problem either which leaves me to believe the software is bad or the motherboard is faulty. Purchased used with no warranty. Any help would be greatly appreciated as this was supposed to be a Christmas present.

If you opened the device yourself and worked on it, no one here nor Apple will have anything to do with the device any longer. Apple does not have user serviceable devices. Your opening the device has voided any warranty or post-warranty support, and support here. You can see if you can find a competent 3rd party repair facility to assist you with your device.

Yeah I figured that was the case, but I've done this before and the problem was there before I took it apart, so lets pretend that I never took it apart and I bought it new and never used it and the warranty is all timed out, then I try to take a picture and it does not work. Does anyone have a solution for that. I appreciate the replies by the way.

If that was the case and you had restored the device and it did not work, then you make an appointment at the Genius Bar to have the hardware checked. If defective, in warranty, they would replace, out of warranty you would have been offered an out of warranty replacement at a reduced price from new. The refurbished device would come with a 90 day warranty.
