The only way to rescue your book would be to restore an iPad or other iOS device from a backup of your iPad, that had been created before the the upgrade to iOS 8. But I doubt, that you have any backups from before the update, since you do not sync your iPad with a Mac.
You cannot downgrade the iPad to iOS 7, and it is no longer possible to run iPhoto and to create and order photo books from Apple on iOS 8. You should have waited with the upgrade to iOS 8, until your book had been printed. There is not yet an adequate replacement for iPhoto iOS available for iOS 8 and the iPad. Unfortunately, Apple did not warn us about this, when the iOS update was announced.
A possible photo editor for your iPad is Pixelmator for iPad. It has great editing options, but you cannot create photo books or journals.
