Not sure why you are getting those Google certificate warnings, but suspect you are correct about them causing the Safe Browsing Service failure indicated. That service cannot be used unless the database has been updated recently (I believe it's less than an hour). I occasionally get that warning, but it normally doesn't last very long, never to the best of my knowledge for 12 days nor associated with any certificate issue. The next time you are notified examine details of the certificate to see what the specific issue with it is.

Be aware that it may not be a good idea to delete this file, depending on where it is. If it was attached to an e-mail message in one of your Mail mailboxes, you should only delete it (and the accompanying message) within Mail. If it was in a Time Machine backup somewhere, you should only delete it using the Time Machine interface, if at all.

No. The malware - assuming this isn't a false positive on Bitdefender's part - is Windows malware, and cannot affect your Mac. So there cannot be any relation.

Most often, when people have these kinds of certificate warnings, it's caused by a bad date/time setting. If your computer's clock is off, that can cause these certificates to fail to be verified. Go to System Preferences -> Date & Time and make sure your clock is set correctly.

If the clock is set properly, you may have a more serious issue.
