My Contacts App on my IPad won't stay open. It closes within a second of opening.

Did you do any basic troubleshooting steps?

Yes, unless you have a backup.

Try to force quit the app

Force close an app

Double tap the home button. When you see the app previews on the screen scroll sideways if needed to get the preview in question on the screen. Flick that preview up and off the screen to close the app. Single tap the home button or home screen preview to exit the mode.

This is a long shot. Ask Siri to open Contacts. If the app opens when you ask Siri it should continue operating normally.

It sounds like it's time to make a iTunes or iCloud backup, then doing the restore ckuan has already mentioned. If like me you don't have a computer you can't make an iTunes backup. So make a iCloud backup then take your mini to the Apple Store, describe the problems and ask if they can do the restore for you.
