Just upgraded to Mavericks and my Apple Extended keyboard keypad keys do not work, tried adding US Extended Keyboard in Preferences that only partially worked, why?

Just upgraded to Mavericks and my Apple Extended keyboard keypad keys do not work, tried adding US Extended Keyboard in Preferences but that only partially worked allowing access to all the keys except the numeric keys on the pad. Anyone have an idea on what can be done to get the whole keyboard working properly.

Also tried using another keyboard, same results. I am running the system on a Mac Mini
