From your post I understand that your iPad is currently locked due to entering in the incorrect password too many times, due to not being able to pull up the Russian keyboard when entering the passcode. Given that time has passed, you should be able to tap on the globe icon next to the space bar on the keyboard to change which keyboard language is shown on the device.
Change the language
If more than one keyboard is on, you can change the language while typing with two methods:
- Tap the Next Keyboard
key to choose the next language. The chosen language shows on the Space bar. - Touch and hold
to display a menu of the enabled keyboards. - Drag to choose a new keyboard.
In iOS 6 and later, the language of the keyboard determines the language of the dictionary, if one is available for the language. To get the definition of a word, select the word and tap Define (if it's available).
