Can iPad Air use iPhone 5 WiFi hotspot?

my iPad Air is running iOS 7.1.2. I want to upgrade to iOS 8.1.2 but our DSL modem died. No WiFi.

i Thought I'd use my iPhone 5 (running iOS 8.1.2) as a Hotspot since the iOS upgrade requires WiFi and won't work off my ATT cell network.

i Turned on the Hotspot, but my iPad doesn't see it.

I Tested with my MacBook Pro which sees my iPhone and connects to it as expected

anyone know if you can use an iPhone hotspot with an iPad?

might the problem be that my iPad is on iOS 7

Yes, you can use the hotspot with the iPad. It should connect. I am running iOS 8.1.2 on my iPad 3 and that has nothing to do with it, but I am connected to my iPhone hotspot as I am typing this.

Did you try restarting or resetting your iPad?

I have no issues using any of our iPads (iPad 3rd gen up through iPad mini 2) using out iPhone 5s's (and previously iPhone 4 & iPhone 5 as well) as hotspots (Verizon). See the following troubleshooting article for some tips:
