It sounds like you've recently updated your iPad and now see 19 gb of "Other" data stored on your iPad.
Normally, this category would contain data such as "Settings, Siri voices, and other system data" according to this support article:

Since you have an unexpected amount of data categorized as Other, I'd recommend backing up your iPad, restoring it to factory settings, and then restoring from the backup.

This will erase the storage on the device, including any content or files that should not have been saved as "Other" data.
