Q: Downloading apps free on Family Sharing?

I've been downloading free and paid apps for my iPad for several years. I've just set up Family Sharing for my son's new iPad, but he has to pay to download apps I already own - how is this so?

iPad Air, iOS 8.1.2

Thanks for your guidance CellarDwellr. Been through the various guides, without luck. I'm wondering whether you are able to share apps that were initially downloaded BEFORE a Family sharing group was set up.

Once you’ve set up Family Sharing, all the eligible songs, albums, movies, TV shows, books, and apps ever purchased by family members are immediately available to everyone else in the family.
