Q: Does anybody else find it ridiculous that a computer is necessary to update App Store billing info?

why on earth should a computer with iTunes installed be required to update billing info for purchases made only from my IOS devices? So my iPad is worthless unless I own a computer?

iPad Air 2 Wi-Fi, iOS 8.1.2

I think that you must be missing something. I changed my billing information on my iPad a while back.

Read this. The very first part of the article explains how to do it.
Change or remove your payment information from your iTunes Store account (Apple ID) - Apple Support
