Thank you for using Apple Support Communities.
I found this article on Family Sharing and Purchases that explains how billing is handled in Familly Sharing.

Thanks for your answer but it doesn't answer my question about how to bill to two different credit cards so my wife and I can pay independently for our own purchases.

Thank you for allowing me to clarify. As it says in that article:
"When you initiate a new purchase, it will be billed directly to the family organizer's account, unless you have gift or store credit."
These are the only current billing options in Family Sharing. Using a second credit card is not currently an option.
If you need further clarification, you can use one of the other support options here: https://getsupport.apple.com/GetproductgroupList.action

Jun 10, 2015 8:14 PM in response to jeffd55by R0llT1de!,Thanks for the clarification. I did see the same restriction reading through the article. Is the multiple card payment option something that will be instituted in the near future. My wife and I are in the same situation with the desire to pay independently.
Thanks for the insight.
