My IPAD Cannot Charge and it keeps on Restarting when it goes to the Lock Screen.

     (My Ipad has been Ran out of Battery and now It can't Charge .It can Start for Recovery mode But it cannot Restore it Because I Have Ran Out Of battery)

  it always Say's The iPad "iPad" Could not be  Restored.An Unknown Error Occured (4013).                                                                                                                                                                                (I Think There is an Internal Device Error)
