I want to upgrade 6.0 to 7.0 not to 8.0 iOS
Currently I have 6.0 IOS. I want to upgrade to 6.1.5 or lesser version then 7.0 but currently latest upgrade is 8.0ios which I don't want to since it requires lots odd space

You are unfortunately out of luck. When upgrading, it can only be done to the latest iOS version(currently 8.1.2), there is no way to pick and choose.
However, beware that a great many users who upgraded to iOS 8 and also updated all their apps to the latest 8-optimized versions have reported a reduction in total space occupation. Seems that the apps are smaller and you get back several GB of space.
No, you can't selectively to update your iPad to the iOS 7.0. Apple doesn't allow you to do. To avoid the issue 'not enough space to update to iOS 8', you should update your iPad via iTunes, not over the air. For more details, please read: If you need more space for an iOS update - Apple Support
