It sounds like you want to be able to approve purchases made with this other Apple ID you have setup for your son on his device. Ths can be done with Family Sharing, and here is some more info on that:

Dec 29, 2014 7:35 AM in response to sterling rby laramik09,I have Family Sharing set up. When I go to Setting> iCloud> Family> and select my son's name (it even says "adult" under his name). Turning on Ask to Buy is not an available option. I have even tried "Create an Apple ID for a child" but it will not work because it is not finding my credit card information (that is showing on the screen.) I'm sure it's an easy fix, but it's not working for me.

Request and make purchases with Ask to Buy
Ask to Buy is on by default for any children under 13, and you'll be asked if you want to enable Ask to Buy when inviting anyone under 18 to your family group.* If you turn off Ask to Buy for a family member after they turn 18,* you can't turn it on again.
