iCloud songs on iTunes don't download or play

There are a ton of iCloud songs listed on my iTunes, but very few (maybe one or two) will play or download. The ones that will play show an iCloud icon that has the little down arrow on it, but the rest only show the cloud icon without the arrow. These songs are also greyed out. When I try turning on iTunes match, it just opens up the Match tab but nothing happens, and the drop down menu still shows "Turn On iTunes Match." When I click on the iTunes Store tab, it just says "Accessing iTunes Store" and makes no progress whatsoever. My internet connection is good and no other program has a problem with it. I am running Windows 7. Does anyone have a solution to this?
