I try to text from my iPad mini to an android phone And it says " not delivered".

iImessage on iPads only work with other Apple devices.
unless you own an iPhone and are using continuity.
I Have an iPad mini (WIFI) using 8.1.2. I can send SMS messages to a friend with an android phone. The msg appears in green and indicates that it's being sent as an SMS message. My wife has an identical iPad mini (WIFI) with 8.1.2. She can't send a SMS with her ipad. This is very strange but the latest iOS upgrade states that it supports sending SMS messages via ipad.
