WIFI toggle is greyed out on iphone 4s. This happened after upgrading to ios7.1.2. Any solution?

How did you update an iPhone 4S to iOS 7.1.2? That's not available for iPhone 4S anymore. Are you sure you don't have an iPhone 4?
I updated through itunes. I thinks its 4s but I am not 100% sure. How do I check?

Did you use the link that I provided? If so and that didn't work, try this: [How to erase your iOS device and then set it up as a new device or restore it from backups - Apple Support]
Back it up to iTunes first, then set it up as new per the article. Then test the issue. If the issue persists, your device has a hardware failure. If within warranty, it should be a free replacement. If not, then Apple may provide an out-of-warranty replacement for $149 USD + tax.
