I'm trying to delete a couple of apps on an iPad 3 Wireless only. when the x appears I tap it and then it just blinks. In fact all the apps from its position going forward blink. I can't stop it either by tapping or holding any of the buttons. I have to wait until it times out.Please advise.

When you tap and hold an icon, all of them blink. Tap the X in the corner of the one you wish to delete. Then hit the home button to stop the blinking.
Note: iOS supplied apps (icons) cannot be deleted.

Yes that is what should happen, but it does not. I have the same issue as OP
Try to delete them under Settings/General/Usage and under Storage, tap Manage Storage. To delete the desired app from the list, tap on the app's name, then tap the Delete App button.
This worked fro deleting the unwanted apps. Although the iPad "sometimes" exhibits original problem behaviour when trying to delete apps the conventional way.

I have this same issue, and a Wi-Fi only iPad 3. I wonder if this is unique to this model.
Also, sometimes when syncing, the screen suddenly goes to white Apple logo against a black background, and its doesn't do anything. I sometimes have to do a force restart several times.
