The operating system takes up some space and, like most any computer/memory driven device, the reporting of storage accounts for the rest.

The 8GB phone capacity does not include what is needed for the iOS. Go to Settings>General>Usage, then under Storage, check out Manage Storage, and you can see what is being used for the storage, and you can also view some information in iTunes. I don't have an 8GB device, so I'm not sure what the exact amount of usable space is when purchased, but the information in the section I identified for you should help.
