How long should it take to sync from PC Photostream to iPad1

So I've been using Photostream for about a year now. And just recently its stopped working. I have completely deleted and reinstalled everything on my PC. I have also tried all ways to upload pics, from using the upload button to actually just copying them into the uploads folder.

This is very frustrating for me. I'm a photographer and I use this as my quick portfolio to show clients when I am on an initial consultation.

I'm using Windows 8.1, and iPad1.
