Q: My mail app doesn't show when I have mail.

It sounds like either you are not seeing any notification when your Mail app gets new email, or it is not automatically checking for new mail on its own. If the former, it may be that notifications for that app are turned off. You can check that with the info in the following article:

If the latter, you can usually have the iPad check for new email automatically by chainging the mail settings for the account:
