When I play the sound through the speaker, it is loud and clear. However, when I use any headphones (Apple and another name brand), even at the highest setting, the sound is very low. I have the Volume Limit disabled. Is there something else I am over looking?

It sounds as if you are getting very low sound volume when using your iPad with several different sets of headphones, is that right? This article has steps you can take to resolve the issue -

In particular -
Try using another headset. If the issue happens with the other headset, contact Apple Support for help.
