error 0x8000004 after restore

getting error code 0x8000004 after a restore. I phone does a complete restore but at the end this error pops up.

Fresh iTunes and win7 install. The 4 gives me the Hello and English and united states and then plug into itunes

The 4 will turn off and on fine. Thank You for any help hjohnson80

iPhone 4, iOS 7, will not reload
