Iphone 5 won't charge?

Granted this question has been asked many of times so I am sorry.

Well yesterday my phone would only charge if the wire was in a certain position then charged fully however then after a few hours of use my phone dead but since then the phone won't charged, I have tested the wires on another iphone and it worked. On my phone the image below is what shows.

Know matter how long I leave it just stays on this screen. The red battery lines just flash and doesn't improve or weaken. Also it doesn't sync the my laptop so I can't do anything on Itunes to restore etc.
