Q: Is it possible to use Touch ID with Passcode off?

You need a passcode in order to use touch id.

However you don't need to use the passcode to unlock your phone you can use your touch id.

When you restart your phone you will need to use the passcode to get back into your phone, then after you can use your touch id.

Nope! One requires the other. To use Touch ID, you need to have passcode turned on.
