Transfer pictures back to phone

So I got all of my photos onto the iPhoto library but when I plugged my new phone into my mac, not even half of the photos loaded. How do I get the full iPhoto library onto my new phone?

iPhone 6, iOS 8.1.2

iTunes. You sync photos back to the device via iTunes. See this support document. http://support.apple.com/kb/HT4236

Open your iPhoto Library package in the Finder

locate a folder named "iPod Photo Cache" and move it to the Desktop.

Connect your iPhone to your Mac again and try syncing again with iTunes.
