Q: No IP address (nor SSH, ARD) at boot-up - requires login first?

Why does OS X (10.10) not have an IP address nor allow SSH & ARD when it boots up?  I notice that once I actually sit down in front of the iMac and login (GUI), DHCP starts and an IP addr is assigned... then SSH + ARD come up and work perfectly.  But, the point of remote management would be that I can do this anytime, not just when a user (human) is working on (is logged in to) the machine...

 

I'm surprised that when the OS first boots, no IP is assigned and therefore services (TCP/IP based) like SSH + ARD do not work (are not available)...

 

 

FYI, Filevault is ON, Firewall is OFF.

iMac (Retina 5K, 27-inch, Late 2014), OS X Yosemite (10.10.1)
