This may require some practice.

Apple support told me to move the apps using iTunes with my iPhone connected to the desktop. That worked. Support didn't know why the "normal" procedure which you described wasn't working, but it wasn't and isn't.

Before calling Apple support I tried shutting down the iPhone and restarting, but that didn't help. It's not really a problem any more because the apps can be moved around in iTunes on the desktop.
