you can create an apple ID from your iPhone, unless you have created already 5 apple ID with it (which is rare to do):

iOS devices in Apple Store will have a special version of iOS, so probably not, but you can always try.
I tried to make a new account when i restored my phone and it says "cannot create apple id, account limit reached'

I meant to say an iCloud account
Same thing, basically. iCloud is a service associated with your AppleID. How many have you added to that phone since you got it?
Let me clarify:
1. I restored my phone to factory settings.
2. I want to make an iCloud and Apple ID to start off with a new one.
3. it says 'cannot create apple id, account limit reached'
Three.
Then you reached the 5 limit. you need indeed to create an iCloud ID from another device. Try the apple store ones

If you have a computer at home, you can use that to create them.
So if I make one at the apple store, and sign in with it on my restored phone, it would work?

yes. It will work on you iPhone. If it doesn't work at the Apple Store, you need to ask someone who has an Apple device to create one for you.
What is not working if you attempt to create an Apple ID on a computer? Did you try the link that James provided? What happened when you tried?
You can create also apple id through email id when you create from iTunes
and from iCoud you can create only 5 id to any newly device iPhone , MacBook , iPad or iPod.
