Movies rented on an iPad or Apple Tv can only be played on the device that rented them, and can not be moved to a different device.

Movies rented on your Mac can be moved to a different device (iPad, iPhone, iPod or first gen Apple Tv), but can only reside on one device at a time.

If you wish to view a movie on your Apple Tv rent it on your Apple Tv, or use Airplay Mirroring to watch it on your Tv through the Apple Tv from the device its on.

Rentals are one-time only downloads, they will not show on other devices/computers for redownloading.

If you rent a film on your iPad or Apple TV then you can only watch it on that device. If you rent it on your Mac then you can move it from there to your iPhone or your Apple TV (if it's a first gen Apple TV) : FAQs about renting movies from the iTunes Store :

If you rented the movie on your computer, you can move it to an iOS device or Apple TV (1st generation). To do this, connect the devices and sync using USB. When you move a rented movie from your computer, it will disappear from your computer’s iTunes library. You can move the movie between devices as much as you want, but you can only have it on one device at a time.

If you rented the movie on your iOS device or Apple TV, you can’t move it to any other device.

So can I use AirPlay mirroring to push a rented movie on my iPhone to my Apple TV?

This begs the big question: why? If I've paid for the use of a movie for 24 hours, why can't I play it on any of my devices for that period. For instance, I rent the movie on my iPad Pro but when my wife wishes to see it on our Apple TV, I'm out on a gig using the iPad. She shouldn't have to "buy" it again.
