I'm sorry to hear you are having issues with Family Sharing. If you are the organizer of the Family Sharing group and are not receiving permission requests, you may want to check the Ask To Buy settings as outlined in the following article:

So - if you're the Family Organiser, check your Mac or iPad's/iPhone's notification centre. If you aren't getting the notifications, you may have do not disturb turned on - I've made that mistake in the past!
