Happy New Year! If you want to use Continuity features like SMS text messaging on your Mac, you need to upgrade your operating system from Mountain Lion to Yosemite. Your iPad needs iOS 8.1 or later.

Continuity lets you seamlessly move between your iPhone, iPad, iPod touch, and Mac, or use them together. You can use Continuity features on the devices listed below.
Continuity features include Handoff, Phone Calling, Instant Hotspot, and SMS. Here are the device requirements by feature.
SMS
SMS requires an iPhone with iOS 8.1 and an activated carrier plan.
SMS works with any iOS device with iOS 8.1, and any Mac that supports Yosemite.Cheers,

I just upgraded to Yosemite on my desktop. Is there a setting I need to change to have the SMS messaging work? 2) how does this work for my text allowance? Meaning does it double because I am receiving in more than one place?
