The reason you need a credit card is that to comply with child online privacy protection laws, the CVV or security code provides parental consent for the purchases that will be made. You will need to do that before continue and you can even switch back to your debit card after you finish the setup. The article below will explain further.

Mar 28, 2016 1:32 PM in response to norm123by militantmikef,This is a useless response if you are sharing with family members over that age and do not wish to provide credit card information or have to authorize purchases for them. Why can we not just create the sharing and keep all billing aspects for family members over a certain age separate. Or does Apple just want to keep generating revenue off of the parents.
Maybe I should switch to another device, this *****.
