Apparently, I have a bunch of contacts on my SIM card instead of in my iCloud contacts. When I try to Sync via the phone, nothing happens. The default contacts list is the iCloud. I'm not sure how they got on the SIM card to begin with. Why won't they sync to iCloud?

When I go to my phone and click on Contacts, then at the top click on Groups, I have four choices: Show All Contacts; All iCloud; All Facebook; All on my iPhone (sim card).
By Default, all new contacts should be saved to iCloud but apparently a few of them were saved to My iPhone (sim card) and they do not sync with iCloud so that I have them on all other devices.
When I went to Settings/Mail,Contacts,Calendars then scroll down to Contacts and "Import SIM Contact", I tell it to sync with iCloud. it then SAYS that it's "Synching with iCloud" but it doesn't.
Confused.
What does the SIM card have to do with anything? Why do you think that there are contacts on the SIM card?
If you are having issues with iCloud syncing, then try turning off iCloud syncing for contacts then turning it back on.
it's storing them somewhere ON MY PHONE because they are there, but they are NOT in the iCloud. So whether it's on a SIM card or some other internal memory, they are stored somewhere other than where they should be and I can't get them to the iCloud folder so I can see them on my other devices
Ok. The contacts are currently stored on your phone. Turn off iCloud contacts. Wait 5 minutes. Turn iCloud contacts back on, and when prompted, choose Merge. The contacts should then be pushed to iCloud, and stored there.
Go to Settings/iCloud on the phone. Turn off Contacts. Wait. Turn on Contacts.
Iphone stores nothing at all to the SIM card.
You can import SIM card contacts to the iPhone from the Settings menu, if you have contacts from your old non-phone on the SIM.
I tried to sync via settings (a few times). nothing happened. They are still "On my phone" and not in "iCloud"

do I just turn it off for Contacts? Or is there somewhere else to turn it off as a whole?
To sync the contacts, you just need to turn off contacts, wait a few minutes, then turn it back on.
