Q: personal hotspot to vista pc

Hoping someone else has already solved this problem before. I have recently purchased an iPad mini 3 after being told that it would be fine to use as a hotspot for my windows vista laptop pc. I have followed all the instructions, but cannot get it to work.  When I go into the network and sharing center on the pc and click manage wireless networks, the iPad is there, but I cannot connect to it.  Am I missing something?
