Can't Load iCloud Drive

I have several albums and songs stored and stuck on my iCloud drive that I need to manually delete because my device will not allow me to manually remove them no matter what I do. When I try to access my iCloud drive (from my PC) to manage and delete these albums/songs/files, I receive a popup that says, "Can't load iCloud Drive" and "There was a problem loading the application." I am accessing the iCloud site using Google. I did an iCloud reset and this did not solve the problem.

Why is this happening and why do these songs keep "reinstalling" themselves onto my device, but are not listed on my iTunes when I plug in my device to my PC??? I know this is two questions, and I am more concerned about the inability to load the iCloud drive. Thank you!!!
