If I understand correctly you had monetary credits on some of your paid apps on your previous phone and are concerned about the money still being available. The information from the following article should show you how to restore this currency, or reach out to the developer if needed.
If you don’t see your in-app purchases
Start with the "Restore your in-app purchases" section, and if needed the "Contact the app developer" section is toward the bottom.
Alternately if you have a backup of the lost phone in either iTunes or iCloud you may be able to restore the information from there:
Back up and restore your iPhone, iPad, or iPod touch using iCloud or iTunes
