Q: iPhone contacts won't sync to Outlook using iTunes

My iPhone contacts will not sync to Outlook 2013.  I can add a contact in Outlook and it will sync to my iPhone, but not vice versa,  I need the contacts on my iPhone to sync to Outlook 2013. The calendars & notes do sync properly; both directions.  I am using iTunes and have the Sync Contacts with Outlook / All Contacts ticked. I do NOT have the advanced "Replace information on this iPhone / Contacts" ticked.  I do NOT use iCloud (nor do I want to).  I have an iPhone 5, using 8.1.2, iTunes 12.0.1.26, Windows 7, Outlook 2013. What am I missing???
